Abstract: The migration of human resources for health to foreign countries has become a dilemma for the Philippines over the years, even more recently with the phenomenon of doctors becoming nurses. This policy brief proposes the management of out-migration of Filipino health professionals and workers by policies and programs for ethical recruitment, reciprocity and mutuality of benefits between the Philippines as sending country and the major countries of destination, stipulated in bilateral and multilateral arrangements and agreements. The interim services and re-entry of Filipino migrants into the country’s public and private health service systems as provided by law and policies should be implemented (Republic Act 8042).
